It's rare that any DC villain gives heavyweight villains like Eclipso and the Anti-Monitor have taken on Darkseid, the dark god's recent absence in the DC Universe has left a power vacuum - one that the Psycho Pirate is stepping into.
In a preview of Titans #21, the Titans roster tear each other apart, as Psycho Pirate's disturbing emotional-control powers turn friend against friend. However, the threat to the young heroes pales in comparison to Psycho Pirate's real plan - to steal the power of the mystic hero Raven.
The daughter of the satanic villain Trigon, Raven keeps her mystic potential tamped down in order to maintain her humanity. However, past stories have shown she has enough power to destroy the universe itself - and now that power is in the hands of the Psycho Pirate.

Psycho Pirate has been hired to attack the Titans as part of the grand return of their longtime villain Deathstroke, last seen in the epic Dark Crisis on Infinite Earths. However, the creepy villain - one of few DC characters who know they're in a comic - has other ideas. With a penchant for messing with the minds of his victims, Psycho Pirate has long dwelled on the periphery of DC's cosmic events, and was a plaything of Darkseid during the dark god's attempt to restructure the multiverse. Now, he may even sur his old master.
Trigon created Raven with the intent of making her his personal weapon on Earth, and she's been pulled into darkness many times. Whether as Dark Raven, the Dark-Winged Queen or the Unkindness, Raven has the potential to tear reality itself to shreds - indeed, in the alternate future of 2021's Future State, she did exactly that. While Psycho Pirate claims he's looking for another power source, he just merged with a dark god who is only held back by a supreme effort of will.
Recently, Darkseid left the DC Universe, creating the Absolute Universe and infusing it with his evil essence. That leaves a huge opening for a new embodiment of evil, and a fusion of Psycho Pirate and Raven would fit the bill. Both have immense control over the emotions of others, and with their powers combined, it's hard to think of anyone who could resist their influence. Hopefully, the Titans have a secret weapon up their sleeve to win the day, because otherwise their world just traded Darkseid for a mystical monster who has all the power and none of the restraint.
