Shadow's role in Sonic the Hedgehog 3 is that of the main villain. The movie revolves around Shadow breaking out of GUN's containment after Sonic the Hedgehog 2, leading the military group to call Team Sonic in for help capturing or defeating him. Although the threequel is not a direct adaptation of Sonic Adventure 2, Shadow's role as the main antagonist is the same. He is the primary threat that Sonic and his friends face off with in the movie, even if there is another villain who could be involved in the grand scheme and emerge as the overall threat by the end.
Shadow's exact motives once breaking free are not explicitly confirmed, although the movie appears to be borrowing heavily from the video games in that department. With the tragedy of Shadow's origins confirmed, he could be out for revenge on the people who killed those closest to him in the past. In the games, this led to him gathering the Chaos Emeralds to make the Space Colony ARK crash into Earth and destroy all life on the planet. The potential destruction of Earth is teased as part of Shadow's ultimate plan.

Shadow's Backstory Is Complicated & Tragic
Fifty years before Sonic Adventure 2, Dr. Robotnik’s grandfather, Gerald Robotnik, was put in charge of Project Shadow, a secret military operation conducted on the Space Colony ARK dedicated to discovering the secrets of immortality. Gerald ed Project Shadow in the hopes of finding a cure for his granddaughter Maria’s neuro-immune deficiency syndrome, and while he couldn’t find a cure for Maria, his research did result in the creation of two beings that were each dubbed the “ultimate lifeform”: the Biolizard and Shadow the Hedgehog.
Shadow quickly befriended Maria, but tragedy struck when GUN, viewing Project Shadow as too dangerous to continue, stormed the ARK to shut it down and killed Maria in the process. Shadow was placed in suspended animation, and Gerald, wanting revenge, brainwashed Shadow the Hedgehog so that he would carry out a plot to destroy the world with the ARK and the Biolizard if he were ever woken up. Sonic the Hedgehog 3 adheres to Shadow's video game origin, as the relationship with Maria, her death, and Gerald Robotnik's role are all confirmed to be part of the story.

Additional details about Shadow’s origins are given in his solo game, Shadow the Hedgehog. Needing help with his research, Gerald reached out to Black Doom of the Black Arms, a race of violent alien beings from the Black Comet, and asked him to donate blood for Shadow’s creation in exchange for the Chaos Emeralds when the Black Comet returned to Earth in 50 years. Secretly, however, Gerald took precautions against the Black Arms by building a massive laser cannon known as the Eclipse Cannon, and he also programmed Shadow to work against them upon their return.
Gerald’s dealings with the Black Arms also served as the final push for GUN to attack the ARK and kickstart the events of Sonic Adventure 2. Despite the importance of these events in the Sonic franchise, it is not confirmed that Sonic the Hedgehog 3 will broach this portion of Shadow's origin. The introduction of Black Doom in Sonic 3 is not confirmed, as that development could be saved for future installments of the series, including a potential Shadow spinoff.

Is Shadow More Powerful Than Sonic?
Shadow's powers are vast, as he also possesses super speed, super strength, and the ability to activate a Super form with the Chaos Emeralds, all of which are stated to be equal to Sonic’s. Additionally, as the ultimate lifeform, Shadow can’t age and is physically impossible to kill. Shadow’s signature technique, though, is his Chaos Control, which allows him to manipulate time and space through the Chaos energy of a Chaos Emerald. Shadow can also fire bolts of energy called Chaos Spears and release a massive burst of energy called the Chaos Blast.

Sonic the Hedgehog 3 incorporates nearly all of Shadow's powers to make him one of the strongest villains Sonic has faced. He's shown using his Chaos Control abilities to fight Sonic, Knuckles, and Tails, and moving at super speeds. Shadow is also aided by his Air Shoes, which enables him to fly or hover. Sonic 3's Shadow has not been confirmed to use any guns or other weapons, although he does have his Dark Rider motorcycle. The movie also utilizes his Limiter Rings, which limit his power levels and are worn on his wrists and ankles.

All of those powers make Shadow a powerful adversary, but even with all of that, he’s not stronger than Sonic the Hedgehog. In the few fights that the two have had, such as in Sonic Adventure 2 and Sonic Battle, Sonic has come out on top on nearly every occasion, but it was always a close match. Following his Sonic the Hedgehog 2 post-credits debut, Sonic the Hedgehog 3 properly brings Sonic into the franchise, and that leaves questions about his future in the series. Currently, Paramount has not confirmed any plans for Shadow to return after the sequel. It is known that the franchise has aspirations to expand well beyond the current trilogy and single TV spinoff series, Knuckles. The hopes of creating an entire Sonic Cinematic Universe bode well for Shadow's future beyond Sonic the Hedgehog 3, whether that means returning for a fourth film, having a standalone movie or TV show, or something else.
