I think it's not just about m-counts, it's also about how strongly you connected to the force. Palpatine a perfect psychopath had a perfect connection to the dark side. He wasn't the strongest Sith he just had a perfect connection to the dark side, which means he was the best at what he did.
Just to contrast Vader who has a little bit of goodness left in him, could never be as strong in the dark side as Palpatine, because Vader hates himself, while Palpatine hates everyone else. Palpatine's connection to the dark side is stronger, he has no good left in him at all.

Of course the ancient Sith wouldn't like Palpatine, during their time, there were multiple Sith Lords in the Galaxy. Even Yoda hints at this in the Revenge of Sith Novelization, the Sith had changed and evolved. They no longer tried to over power their opponents, they worked in the Shadows.
For the line of Bane's Sith, Palpatine was the ultimate Sith Lord, as he was the embodiment of 1,000 years of manipulation and planning and executed the grand plan's take over almost flawlessly.
I can't imagine any dead Sith Lords, actually siding with the current Sith Master, that's just their way. Besides Palpatine wouldn't show them any deference he would view them as tools and nothing more.

I agree that the Jedi should have been serving the force and not the senate. The biggest reason they lost though was their inability to detect and also counter the influence of the dark side.

What we should have learned from the prequels is that Jedi training was not made to stand up against manipulation from the Sith. If Yoda's apprentice Count Dooku could he corrupted by dark side manipulation, then really it didn't matter who trained Anakin, the master's instruction would be subverted by the treachery of the Sith. How many years does it take an institution to forget how to fight its biggest enemy? It was far too many for the Jedi, which is why they were doomed to failure.
