What? Tommy's status of team leader was earned by popularity and in the show, he demonstrated what a true leader looks like! He had exactly what it took as team leader!
He didn't need to be team leader in Dino Thunder, because he stepped into a mentorship role. Conner was already team leader. MMPR was the only season to feature a 6th Ranger be promoted to team leader. The rest, it was always the Red Ranger who was team leader, except for Time Force.
Tommy Oliver is a legend and the favourite Power Ranger of most PR fans. They didn't need to fix him. You can't fix what isn't broken!
