I think it was more his force power he was talking about there. It is likely that Palpatine was only feigning extreme exhaustion when Mace was reflecting his lightning back at him, as he seems to find strength once Anakin intervenes. This is when he says, "Unlimited power". It's not that unlimited though, or certainly not his ability to wield it, as he slumps back exhausted
