Clearly whoever wrote this didnt finish all of the DLC missions notably Leviathan, in which you actually talk to and need to convince the remainders of that original reaper species to help out against the reapers, that they built, along with the relays and the citadel. If you're going to write about a game, at least make sure you've done more than just fail the ending once
