Alexander Valentino, Victor Zsasz DID have his self inflicted scars in Batman Begins. You can clearly see them during the Arkham Asylum breakout when he escapes his cell and turns away from the camera. Also, he was a minor villain but what isn’t scary about him approaching Rachel and the young boy while wielding a knife? He was pretty menacing.
