DC has already came out and said Hulk is stronger than Superman and Doomsday. This happened when DC and Marvel were supposed to crossover. You can find this in DC's doomsday clock issue number 12. Plus the fact that Hulk is the avatar of the aspect of the one above all (one below all), creator of the whole multiverse automatically makes him stronger and explains his unlimited strength.

It didn't require all 7 hulks. If you read the series, thor already had problems handling one of the hulks. It wasn't even the main hulk. The main hulk was fighting She-hulk and decapitated her with one swipe of his hand as iron fist. He would have done the same to thor easily. The thing with Thor is he has numerous power sets (not just the weather control) but instead choose to fight hand to hand when we know he's not as strong as Hulk.

This isn't new. The Superman and Lois series which James Gunn had a hand in ending last year, made Superman the same way. I stopped watching the series midway through the final season once I realized what they were doing ie romanticizing mortality, which some say is "humanizing" . It made the show predictable because writers in Hollywood always do this. To me, it's unimaginative. Hollywood writers and directors always romanticize mortality/death. They, like most of society, erroneously believe vulnerability/mortality is the only way life has meaning. However, this just denotes a poverty of imagination.
