Peacemaker Amanda Waller plan

Peacemaker reveals Amanda Waller has a secret plan in store, but it's unclear what that plan is for now. James Gunn's HBO Max original features the character in the series premiere. Not only does her cameo make a huge revelation about the relation between her and Leota Adebayo, but it also makes clear that the ruthless official has ulterior motives planned in regards to Project Butterfly.

In The Suicide Squad, Amanda Waller sent the titular squad into Corto Maltese to destroy Project Starfish. Little did of the team know that she sent Peacemaker on a different objective, which is to collect any records that the U.S. government had any involvement with 's Project Starfish. This mission saw Peacemaker end up killing Rick Flagg before being mortally wounded by Bloodsport. Once the Suicide Squad learns of Waller's true objective, they rebel against her with help from the A.R.G.U.S. agents (one of whom knocks Waller out,) and Bloodsport using evidence of the government's complicity in Project Starfish as leverage against her.

While Peacemaker hasn't revealed much more beyond her cameo, whatever Amanda Waller has planned likely involves Project Butterfly in some capacity. Both Suicide Squad films have already shown she has a penchant for compartmentalizing information, and the rest of the team certainly doesn't seem to be forthcoming with Peacemaker about what exactly Butterflies are. What's more, team member Leota Adebayo is revealed to be Amanda Waller's daughter, a relationship both are trying to keep as close to the vest as possible. Peacemaker episode 1 explains why: Waller has put Leota there as a plant to keep tabs on the rest of the group and report back to her.

The previous two Suicide Squad films already featured Amanda Waller using the Suicide Squad to cover her involvement in both her mishandling of Enchantress and Project Starfish. Her plan for Project Butterfly essentially boiling down to another case of her covering up one of her misdeeds would be far too redundant for Peacemaker. Given that it's been shown that the extraterrestrial Butterflies take control of humans and make them incredibly durable and strong, it's likely that Waller instead intends to use them in some way for the U.S. government. Given their involvement in Project Starfish, the government is not above using human beings (or aliens) as living test subjects for whatever purpose they see fit, and will no doubt use Peacemaker's Butterflies to do just that.

Peacemaker's Leota Adebayo being revealed not only as her mole but also as her daughter shows that Amanda Waller is doing all she can to keep her real plans under wraps. This makes sense, given that she's been betrayed numerous times in the past and has seen her plans crumble before her eyes because of these betrayals. Most glaringly, Peacemaker's current team includes John Economos and Emilia Harcourt, two of the A.R.G.U.S. agents who turned on her in The Suicide Squad. Waller can't fully trust the team, hence using her daughter in Peacemaker. Whatever her plans, they're sure to be a step too far into the unethical for the team to . The most interesting part will be finding out whether or not Leota knows the extent of her mom's plans, and whether she'll turn on Waller once she finds out.
