Warning! Spoilers ahead for Boruto: Naruto Next Generations Chapter 61 ahead!

A violent follower of the late Jigen known as Code views Boruto. The last active Inner of the mysterious Kara organization makes this startling claim to another Kara member, Ada.

Code is a fierce loyalist to Jigen, the former leader of the Kara organization who once went by Isshiki Ōtsutsuki before he assumed the body and identity of a monk with that very name. Code even goes so far as considering Jigen a god, so when Naruto, Sasuke, Boruto, and Jigen's former vessel Kawaki contribute to the death of his master, the villain wants nothing else but revenge.

Fearing for both the life of his son and Kawaki who has been in his family's care, Naruto orders the installation of a massive barrier known as the Sensory Net to keep the boys safe as revealed in the latest chapter of Boruto. Code had originally sought to murder Kawaki, especially since the villain had already hated and resented the boy for being chosen to serve as Jigen's vessel instead of him, but he reluctantly relinquished his focus on him for Ada, who requested that he spare Kawaki for she had chosen him to be her mate. Both he and Boruto have been her possible suitors because they both possess Ōtsutsuki genes. But it's assumed that Ada may have chosen Kawaki over Boruto since no such promise seems to have been made for Boruto.

Readers learn of Code's obsession with killing the Hokage in chapter 59 when Ada senses how much Kawaki is haunted by the fact that he cannot protect Naruto, whom the boy has come to view as a father ever since Naruto took Kawaki in. Not wanting her prospective mate to suffer anymore, she implores Code to also consider sparing Naruto, to which Code responds by saying that he cannot because of his earlier concession: "That's why I can't budge on the Hokage. He's my number-one target. I'll kill him with my own hands."

It's understandable why Code is especially unhappy with Naruto. Both Naruto and Sasuke greatly weakened his master Jigen during their duel with the villain. As a result, Jigen couldn't fully defend himself during his later battle against Kashin, which led to his death and reincarnation. But since he reincarnated using a vessel, the villain lost the ability to reincarnate ever again. So when Jigen later faced off against Naruto and Kawaki, his body finally reached its limit and turned to dust.

Making the Hokage Code's main target was a smart move on the part of writers Ukyō Kodachi and Masashi Kishimoto. Despite being a spin-off of the highly successful Naruto, Boruto hasn't attracted nearly as many fans as the original did. There was quite a bit more buzz when Sasuke and Naruto began fighting Jigen, so why not make at least one of them the main focus again? That's what readers want, anyway.
