There have been many Robins in the DC Universe and many fans have differing opinions on whom the best one is, but the cross-over event Zero Hour gave comic fans the definitive answer to this question, putting Tim Drake and Dick Grayson in his Robin-era side-by-side.
Almost all the Robins have their own strengths and weaknesses. Jason is an absolutely brutal fighter, Tim is a stellar detective, Dick's acrobatics are second to none, and Damian has all the tenacity of his father. But while these are all unique strengths to them, fans have still often debated who is the best overall Robin. One epic crossover part of the Zero Hour event gave the definitive answer to this question, with one of the best Robin team-ups in history.
Robin's Greatest Team-up Was With Another Robin
This time-bending team-up was entirely possible due to Zero Hour, a DC-wide cross-over event that was the result of Hal Jordan trying to remake the universe. One of the side effects of this event was that a bunch of characters were misplaced through time, including Dick Grayson's Robin. Readers got to see all of this in Chuck Dixon, Tom Grummett, and Adrienne Roy's Robin (1993) #10. This issue saw Tim Drake, who at this point had been Robin for years, trying to bring down a group of criminals when he runs into the time-misplaced Dick Grayson from his years as Robin. This is only slightly less weird than the time the original golden age Alfred was dropped into the Batman comics due to Zero Hour.
Dick's Physical Talents Are Far Above Tim's
Throughout the entire issue, Tim is absolutely astounded at how skillful Dick is and at his confidence, how he always seems so sure of what he's doing. Self-confidence has always been a weak point for Tim Drake, so while Nightwing's confidence has never surprised him, seeing that Dick was just as confident as Robin was a shock. Dick's skill at being Robin is put on full display when he's able to easily keep up with Tim, who at this point had been Robin for much longer than him. While Tim has a chance to show off his detective abilities, overall, Dick Grayson seems like he really was the perfect Robin.
While it's important to note that Tim was the one who solved this issue's mystery, it's equally important to keep in mind that Dick was likely more preoccupied with being transported ten years in the future. Dick also showed his superior physical talents, deriving from his background as an acrobat before being taken in by Batman. While Tim Drake is an undeniably great Robin, it seems like Dick Grayson was overall the best to ever be in the role.
