Sabo survived the eradication of the country of Lulusia because he was not on the island, but he is the reason why the country was attacked in the first place.

Considering that Sabo returns to the base of the Revolutionaries on a Lulusian ship full of people who want to enlist in their army, it's possible that when he made the call he was already on the ship. Looking back at the scene in chapter #1060, Sabo sees the light coming down from the sky, meaning he was close enough to Lulusia, possibly in the waters around the island, having left shortly before. Lulusia was a country that, shortly before the attack, rebelled against the World Government under the Revolutionaries' guidance, so it's plausible that Sabo was going back to the base with some new recruits.

However, chapter #1060 clearly states that Sabo was not using any means to jam the signal of his call, making it easily trackable by the Marines (who even call Sabo 'reckless' for that). This was a huge mistake. If, as chapter #1082 suggests, Sabo was still near Lulusia when he made the call, the Marines assumes he was on the island, which then became the target of whatever weapon of mass destruction Im-sama unleashed. Having so many deaths on his conscience should be a terrible burden for Sabo, but he doesn't really show it in chapter #1082.

One Piece Will Have To Explain Sabo's Responsibility In The Lulusia Incident

There is a possibility, however, that Sabo is not responsible for what happened to Lulusia. When, in chapter #1060, the Five Elders learn that Sabo has been located in Lulusia, one of them comments that "He's an unlucky man", with another adding: "No, this is fate." The impression is that the attack on Lulusia had already been decided (perhaps to punish them for their rebellion), and Sabo only happened to be in the wrong place at the wrong time. Until this detail is explained in full, One Piece fans will be justified in thinking that Sabo has a massive body count to answer for.
